The Douglas School District No. 51-1 Board of Education held a regular
meeting on
September 11, 2006 at 7:00 p.m. in the administrative offices of the Douglas
School District, Box Elder, South Dakota. President Cathy Melendez presided.

20675. There was nothing for Open Forum.
20676. Jungemann moved and Bowman seconded to approve requests
CE-07-49 through CE-07-62 for Certificate of Excuse from School Attendance
for the 2006-07 school year.
20677. Schwartz moved and Jungemann seconded to approve Student Assignment
Requests SA-07-30 through SA-07-32 to attend Douglas for the 2006-07 school
year.
20678. Dr. Scheer shared additional information from West
River Electric regarding the request for a utility easement on the north
edge of property immediately east of the Middle School. If the utility line
would need to be moved after being installed by West River Electric, the
cost for relocating and installing the line a second time would be at the
expense of the City or County requesting the move.
Following discussion Larson moved and Schwartz seconded to approve the West
River Electric easement.
20679. Jungemann moved and Schwartz seconded to approve declaring
items as surplus property and set the date for holding the auction on Tuesday,
September 26, 2006 at 4:00 p.m. (Copy attached)
20680. Bowman moved and Larson seconded to approve the AFJROTC
FY 2007 Budget in the amount of $19,227.18. (Copy attached)
20681. Larson moved and Bowman seconded to approve the Title
I School Improvement Budget FY 2006 in the amount of $46,653. (Copy attached)
20682. Jungemann moved and Schwartz seconded to approve the Vocational Technical
Education Carl D. Perkins FY 2007 budget in the amount of $15,426.04. (Copy
attached)
20683. Jungemann moved and Larson seconded to approve the
agreement for the 2006-07 school year between the Douglas Education Association
and Douglas School Board.
20684. Bowman moved and Jungemann seconded to approve the
2006-07 Negotiated Agreement.
20685. Bowman moved and Schwartz seconded to approve scheduling
a Special Board Meeting on September 27, 2006 from 3:00-6:00 p.m. at the
Ramada Inn, Bear Butte Conference Room, in Rapid City for the purpose of
reviewing the District’s Philosophy, Mission and Goals.
20686. Larson moved and Bowman seconded to approve the following
resolution:
BE IT RESOLVED THAT the Douglas School Board hereby recognizes
and commends the following staff member on the occasion of
his retirement. His many years of dedication and service to the
Douglas School District has benefited countless staff and students.
The Board wishes him success and happiness in the future.

20687. Superintendent's Report.
a. Dr. Scheer shared the new bus has already arrived. The
fuel tank should be here within 10-12 weeks and an electronic metering system
will be installed for security purposes. Mike Mueller added the 3,000-gallon
tank should equate to about a months worth of diesel and will be located
at the southeast corner of the garage for easy bus access. The Fire Marshall
has already given his okay.
b. Dr. Scheer shared ASBSD information with the Board regarding
the Regional Meeting being held in Sturgis on October 2 from 6:00-9:00 pm
and the Delegate Convention in Pierre on November 17. There is one slot
in our region to be elected to the ASBSD Board of Directors and a form is
available for a candidate to submit. There is also a form available to purpose
a resolution.
c. Dr. Scheer informed the Board that he had received a copy
of policies from two schools, Pierre and Spearfish regarding Open Enrollment.
Neither District has a classroom size number in their policy but rather
grade level classroom average. Our School Attorney still maintains our Policy
reads and tracks the State statute, but thinks it would be a good idea to
review and update our policy by eliminating numbers and stating the guidelines
taken into account. Board members concurred. Dr. Scheer also shared he had
received a sample policy from Texas from a District employee which allows
mission essential military members and staff members children to attend
their district tuition free. Dr. Scheer will investigate further.
d. Dr. Scheer questioned whether Board Members would like
Administrators to share Goals and Accomplishments at the September 27, Special
Meeting, or if they would prefer to have the Administrators come to the
September 25, Regular Meeting. The consensus was September 25, so they were
ready to move on September 27.
e. Dr. Scheer updated the Board members regarding approval
of ROTC staff members being changed to teaching contracts two meetings ago.
Chief Johnson has signed his contract but Col Miller’s contract is
still being worked out between payroll and personnel. Trista Hedderman will
meet with Col Miller following our meeting tonight.
20688. Board Member Comments:
a. Plourde shared he is trying to dispel a myth of why children
of military personnel shouldn’t live in the Douglas District if they
are athletic/activity involved. He asked if Activity Directors were held
accountable and if coaches and activities were evaluated? Schwartz added
the girl’s basketball program at Douglas has struggled and that to
build athletic programs students have to start at an early age and it takes
volunteers willing to give of their time. Melendez questioned whether the
MS was building student programs to participate at HS level? Dr. Scheer
replied he would visit with Ms. Hatfield.
b. Jungemann shared a former Principal had made favorable
comments to her about Dr. Scheer being out and about the buildings on a
regular basis.
c. Bowman shared she had attended Coronation and congratulated
Melendez on her daughter, Sarah being named Homecoming Queen and Geoff Glassner
Homecoming King.
d. Melendez shared the Booster Club will begin the Homecoming
tailgate party at 4:00 pm on Friday. She encouraged everyone to join as
members so they and their families could come have a hot dog, pop, chips
and a cookie, compliments of the Booster Club.
