The Douglas School District No. 51-1 Board of Education held a regular meeting on August 13, 2007, at 5:00 p.m. in the administrative offices of the Douglas School District, Box Elder, South Dakota. President Cathleen Melendez presided. Those present were:

26566. Larson moved and Boomsma seconded to approve requests CE-08-01 through CE-07-34 for Certificate of Excuse from School Attendance for the 2007-08 school year.
26567. Jungemann moved and Schwartz seconded to approve Student Assignment Request SA-08-01 through SA-08-09 to attend Douglas for the 2007-08 school year.
26568. Dr. Scheer suggested the Board go into Executive Session at the end of the meeting prior to making recommendations for Open Enrollment and President Melendez called for a motion. Jungemann moved and Boomsma seconded to table item to follow Executive Session.
26569. Dr. Scheer shared with the Board he had contacted the Rapid City School District regarding substitute pay and initially we pay at a higher rate and we pay at a higher rate for a long-term certified sub. Larson added that in Rapid City they do pay at a higher rate after five days for a non-certified sub.
26570. Douglas Board Policy KG and KG-R – The Use of School Buildings and Properties was discussed. Suggested changes regarding use of facilities at no charge will be incorporated and the Policy will be brought back to the next meeting. (Copy attached)
26571. Jungemann moved and Schwartz seconded to approve Change Order #1 to Bid #326 – DMS Flooring Replacement Phase V, less $-113.86. (Copy attached)
26572. Mike Mueller, Coordinator of Buildings and Grounds, updated the Board on the status of Capital Outlay projects and the projected dates of unfinished project completions. He shared the maintenance department is now using a computer program, School Dude, to request and track work orders for the District and it gives Principals the ability to track progress in their buildings. He presented brief information on a program for Green Schools for energy saving purposes. Haggerty’s has completed work on the sound system in the HS gym, but the stadium sound system is beyond repair and Haggerty’s has given a quote of approximately $21,000 to rectify the system. Following Mr. Mueller’s report, Board members concurred the stadium sound system needed to be corrected ASAP so it is in use for football games this fall. Boomsma moved and Larson seconded to approve Capital Outlay monies for Haggerty’s to install needed equipment.
26573. Jungemann moved and Larson seconded to approve the Budget for fiscal year 2008: (Copy attached)
BE IT BE RESOLVED THAT the Douglas School District 51-1 Board of Education, after duly considering the proposed budget and its changes thereto, to be published in accordance with SDCL 13-11-2, hereby approves and adopts its proposed budget and changes thereto, to be its annual budget for fiscal year July 1, 2007 through June 30, 2008. The adopted annual budget totals are as follows: General Fund $16,850,000; Capital Outlay Fund $1,767,700; Special Education Fund $3,300,000 and Impact Aid Fund $7,054,324. Tax levies certified to the county auditor will be as follows:
General Fund: Ag $ 2.71 /thousand
NonAg-Z $ 3.71 /thousand
Owner Occupied $ 4.26 /thousand Commercial $ 9.11 /thousand
Capital Outlay Fund: $ 3.00 /thousand

26674. Schwartz moved and Jungemann seconded to approve Laura McGirr, middle school computer teacher, to be released from her continuing 2007-08 contract as per terms of the Negotiated Agreement.
26675. Larson moved and Boomsma seconded to approve request of Sean S. Gholson to be released as high school assistant football coach for the 2007-08 school year, pending hiring of a suitable replacement.
26676. Boomsma moved and Schwartz seconded to approve request of Janet Sanders for retirement under the Voluntary Separation Plan effective at the end of the 2007-08 school year as per the Negotiated Agreement.
26677. Jungemann moved and Boomsma seconded to approve request of Stephen R. Sanders for retirement under the Voluntary Separation Plan effective at the end of the 2007-08 school year as per the Negotiated Agreement.
26678. Larson moved and Jungemann seconded to approve request of Patricia Dewey for retirement under the Voluntary Separation Plan effective at the end of the 2007-08 school year as per the Administrator’s Handbook.
26679. Superintendent's Report.
a. Dr. Scheer reported the Administrative Retreat he and Dr. Peel conducted went very well. His focus was on accountability roles and Dr. Peel’s was on teaming with the end product of both affecting student achievement. Dr. Scheer added he and Dr. Peel would like to hold a Board Retreat again this year to set goals collaboratively with staff and board. The suggested date is Monday, September 17, beginning at 3:30 p.m.
b. Dr. Scheer shared he had attended the Joint ASBSD/SASD Conference in Sioux Falls and attended some excellent sessions.
c. Dr. Scheer shared New Staff Orientation is on Thursday beginning at
8:00 a.m.
26680. Comments from Board Members.
a. Jungemann reported she thoroughly enjoyed the ASBSD/SASD Conference in Sioux Falls and found the many sessions she attended full of information and she would like to see more Board members attend next year. She added the ASBSD School Law Seminar would be held in Rapid City at the Ramkota on October 17 from 8:00 a.m. to 2:30 p.m.
b. Boomsma shared he had attended excellent sessions at the ASBSD/SASD Conference and would encourage more Board members to attend.
c. Maj Rod Cameron said he was glad to be part of such a robust group and was looking forward to working with the Board and the school District.
d. Melendez shared a note of thanks from the Dave Dove family.
Boomsma moved and Schwartz seconded to go into Executive Session at 6:07 p.m.

President Melendez called the Board out of Executive Session at 7:30 p.m.
26681. Schwartz moved and Larson seconded to approve recommendations on Open Enrollment applications to attend Douglas beginning the 2007-08 school year as follows: Rapid City - Approve thirty-four (34)/Deny twenty (20) applications; New Underwood – Approve two (2)/Deny one (1) applications; and, Meade -Approve six (6)/Deny two (2) applications.
